Local partners have joined forces to launch FEEL SAFE, FEEL WELCOME: IMPROVING WATERLOO’S BFI IMAX TUNNELS, a new initiative to revitalise the unloved pedestrian tunnels surrounding the world-renowned BFI IMAX at Waterloo.
The aim is to turn these tunnels into welcoming, intuitive and vibrant public spaces that feel safer and more comfortable for everyone, with particular attention to the needs and experiences of women and girls.
The work will explore improvements to lighting, wayfinding, safety and placemaking, while also considering how future commercial activity could help support long‑term animation and stewardship of the spaces. It aligns closely with the arrival of Vinegar Yard, which plans to renovate parts of the undercrofts into a new 1,200 capacity food, drink and events space. Together, these efforts will help animate this key gateway to Waterloo and South Bank throughout the day and into the evening.
The tunnels fall under the responsibility of Lambeth Council and Transport for London. However, it is recognised that resolution of this long-standing challenge and ambitious programme requires a collaborative partnership approach bringing together partners including Lambeth Council, South Bank Employers’ Group, South Bank BID, Transport for London, the British Film Institute and Vinegar Yard.
Together, partners have appointed Carver Haggard - a Lambeth-based practice who bring extensive expertise in community-led urban regeneration and the delivery of award-winning public realm projects across London. Carver Haggard are leading a multidisciplinary team consisting of YOYOPOP, Light Follows Behaviour, Robert Bray Associates, Griffin Research & Consultancy and We Rise.
This work is being jointly funded by all partners, reflecting a shared commitment to improving safety, strengthening connections between key destinations, and supporting inclusive economic growth in one of London’s most dynamic areas.
A programme of engagement is launching on 11 May 2026, inviting input from:
BFI IMAX Audiences and staff
Residents and community groups
Local workers and businesses
Students and young people
Visitors and commuters moving between Waterloo Station and the South Bank and Waterloo neighbourhood
This process will gather insights into how the tunnels are currently used and perceived, helping guide the development of delivery options that genuinely reflect the needs and priorities of local people.
To begin engaging, we are inviting everyone to complete the project's online survey. The survey will remain open for a four‑week period, and the responses will inform priorities.
